Legislative Digest

Hello Aleppo Residents and Friends –

We had an Aleppo Legislative Meeting on Monday night, May 17, 2021 and I wanted to tell you what happened.

Here is what happened:

  • Chief Joseph Hanny gave the Police Report, and the Commissioners approved a new three year contract for police protection services with the Ohio Township Police Department.  The cost for the first year is $110,490. (Click here to watch this portion of the meeting).
  • The Board approved two proposals during the Public Works section of the meeting — they authorized the Township Engineers to investigate road bonding and weight limits on several roads in the Weber Road neighborhood, and they approved the purchase of a new aluminum bed for one of the Township’s dump trucks. (Click here to watch this portion of the meeting).
  • Tax Collector/Treasurer Clayton Steup gave the report for the month of April 2021. (Click here to watch this portion of the meeting).
  • The Quaker Valley COG’s new Executive Director is Patrick Conners, and the COG is continuing to work on the specifications for the new solid waste and recycling contract. (Click here to watch this portion of the meeting).
  • Aleppo Township had their annual Earth Day Roadside Cleanup on April 24, 2021.  Click here to see some photos from the event.
  • Glass Recycling collection dumpsters will be rotating throughout the Quaker Valley area this summer and fall.  Click here for the schedule of locations and allowable items.

We had an Aleppo Workshop Meeting on Monday night, May 10, 2021 and I wanted to tell you what happened.

Here is what happened:

  • Public Works Supervisor Tim Scott explained the estimate received for a new aluminum truck bed for one of the Township’s dump trucks. (Click here to watch this portion of the meeting).
  • The Board discussed the terms of the new contract for police services with Ohio Township.  The contract will be voted on at the May Legislative Meeting.  (Click here to watch this portion of the meeting).
  • A proposed Road Weight Limit Study by HRG Engineers to evaluate the condition of some of the roads in the Weber Road neighborhood was reviewed.  This proposal will be voted on at the May Legislative Meeting. (Click here to watch this portion of the meeting).
  • The Commissioners got an update about the geotechnical study currently underway on Rhodes Avenue. (Click here to watch this portion of the meeting).

We had an Aleppo Legislative Meeting on Monday night, April 19, 2021 and I wanted to tell you what happened.

Here is what happened:

  • The Commissioners approved two Resolutions: they approved the destruction of certain old records as permitted by the Municipal Records Manual, and they adopted a procedure for the sale of Surplus Personal Property (property means old office and/or public works equipment, not real estate property.) (Click here to watch this portion of the meeting).
  • Chief Hanny gave the monthly Police report. (Click here to watch this portion of the meeting).
  • Aleppo Township adopted the Allegheny County 2020 Hazard Mitigation Plan.  (Click here to watch this portion of the meeting).
  • The Board heard the monthly Public Works report.  (Click here to watch this portion of the meeting).
  • Commissioner Richert reported on the most recent meeting with Amazon, and she discussed an email from a resident reminding people to clean up after their dogs while walking them. (Click here to watch this portion of the meeting).
  • Planning and Zoning: the Commissioners approved the Mygrant Development Plan for Parcel B in the 79 North Industrial Park for a new warehouse building to be constructed along Deer Run Road; they approved the DEP Resolution for New Land Development for the same proposed building; and they approved an addendum to the Developer’s Agreement between the Township and Alderman Holdings Deer Run Road LLC regarding the parking modifications that were recently approved.  (Click here to watch this portion of the meeting).
  • The Commissioners voted to approve a stipend increase for the position of Tax Collector/Treasurer.  This stipend will increase to $3,145 per year to match the Commissioner salary increase, and will take effect following the next election. (Click here to watch this portion of the meeting).
  • The Board approved the March bill lists.  (Click here to watch this portion of the meeting).
  • Commissioner Darragh gave the Aleppo Township Authority report, including updates on delinquent accounts, the Culligan manhole repair project, and the Kilbuck Run sewer study. (Click here to watch this portion of the meeting).
  • A Resolution was adopted authorizing the Township to participate in the 2021 Joint Bid for Solid Waste and Recycling Services coordinated by the Quaker Valley COG. (Click here to watch this portion of the meeting).

Here is what happened:

  • Kati Doebler, incumbent candidate for the Quaker Valley School Board, reintroduced herself to the Board and Aleppo residents. (Click here to watch this portion of the meeting.)
  • Mygrant Glass presented their plans for a new building in the Industrial Park. (Click here to watch this portion of the meeting).
  • The Township Building will host a traveling Glass Recycling Dumpster for a week sometime this summer (we do not know the dates yet.) (Click here to watch this portion of the meeting).
  • A Document Destruction Resolution, which authorizes the destruction of some old financial records and other township files, will be voted on at the Legislative Meeting. (Click here to watch this portion of the meeting).
  • Adoption of the Allegheny County Hazard Mitigation Plan was discussed.  (Click here to watch this portion of the meeting).
  • Participation in the QVCOG Refuse/Recycling Bid was discussed, and the commitment Resolution will be voted on at the Legislative meeting. (Click here to watch this portion of the meeting).
  • An amendment to the Alderman/North Way Christian Community Developer’s Agreement was discussed. (Click here to watch this portion of the meeting).
  • The police services contract with Ohio Township is up for renewal. (Click here to watch this portion of the meeting).
  • A stipend increase for the Tax Collector/Treasurer position was discussed. (Click here to watch this portion of the meeting).
  • A proposal from HRG Engineers for a Road Weight Limit Study was discussed and will be considered again in May. (Click here to watch this portion of the meeting).
  • The Commissioners discussed a Resolution authorizing the Township Manager to sell Township Personal Property (old equipment, furniture, etc.) in accordance with the regulations in the First Class Township Code.  The Resolution will be voted on at the Legislative meeting. (Click here to watch this portion of the meeting).

The Aleppo Township Earth Day Roadside Cleanup will be this coming Saturday, April 24, 2021.  We will meet in the parking lot of the Township Building and then head out to clean up along some roads in the Township.  Safety vests, gloves, grabbers, trash bags — and donuts and coffee — will be provided.  Masks will be required when working nearby other volunteers. Come join us on Saturday!

We had an Aleppo Legislative Meeting on Tuesday night, March 16, 2021 and I wanted to tell you what happened.

Here is what happened:

  • Chief Hanny gave the police report and some reminders about computer fraud incidents. (Click here to watch this portion of the meeting).
  • The Watchword Partners Plan of Lots subdivision plan was approved.  This plan subdivided a lot that was in both Aleppo and Glen Osborne and combined the Aleppo portion with a smaller parcel.  This approval is contingent upon the approval of the plan by Glen Osborne Borough as well. (Click here to watch this portion of the meeting).
  • The Commissioners adopted an Ordinance setting the new stipend rate for Commissioners. This ordinance will take effect for each seat on the Board of Commissioners at the beginning of the next term of office. (Click here to watch this portion of the meeting).
  • The updated Engineering Services Retainer Agreement between the Township and HRG Engineers was approved. (Click here to watch this portion of the meeting).
  • The monthly Public Works report was presented. (Click here to watch this portion of the meeting).
  • Communications Report: an update regarding the Amazon issues was discussed. (Click here to watch this portion of the meeting).
  • The Linde Gas Renovation that was originally approved in November 2020 was re-approved for date recording purposes (no changes to the plan.)  (Click here to watch this portion of the meeting).
  • The February Tax Collector/Treasurer reports were presented. (Click here to watch this portion of the meeting).
  • Commissioners heard the Aleppo Township Authority monthly report. (Click here to watch this portion of the meeting).
  • Citizen Participation: a resident asked for some more information about the new Commissioner stipend.  The new rate is $3,145 per year, or $262/month. (Click here to watch this portion of the meeting).
  • Earth Day 2021 Roadside Cleanup will be held on Saturday, April 24, 2021 beginning at 9:00 AM at the Township Building.  It will be an outdoor-only event.  Masks are required when the group is gathered or when working nearby other volunteers.
